Clear pieces are called Queen Ann, not Empress - the pattern is slightly different.
Not all pieces were made in Alexandrite or Cobalt Blue and even fewer were made in Tangerine. The Flamingo Pink, Sarhara Yellow and Moongleam Green are the most plentiful colors, with the green pieces being harder to find and therefore more expensive.
This pattern used "blank #1401" - you will see it both blank (unetched) and etched. There does not seem to be a price difference between the two.
The punch bowl in any color is consdiered to be the rarest and therefore most valuable piece. Other pieces with higher values include a "lion head" floral 10" bowl and the ash tray. Footed pieces with the "dolphin" feet are generally more valuable than other pieces in this pattern.
(The items pictured - the top picture is Alexandrite, the center is Sarhara Yellow and the bottom is Flamingo Pink.)
