Glass Identification: Who made these painted glasses?

These glasses are 4 1/2 inches tall, clear glass painted on the outside. It
must have been a set with these colors: orange, yellow, green and blue. I
can find no makers mark. Lately, I have seen cups, saucers and dessert dishes
that look like they are from the same set. Does anyone know the company that
made them and what years were they made?
